Executive: The Executive Committee is made up of the officers and standing committee chairs and is responsible for the overall functioning of the Circle, such as setting meeting dates and agendas and facilitating communication among committees.

Membership: The Membership Committee is responsible for the recruitment and retention of members and oversees administrative functions, including database management.

Resource Development: The Resource Development Committee recruits financial and in-kind resources needed to implement the Circles mission and goals, including obtaining sponsorships, applying for grant funding for other sources, and special fundraising activities outside of the regular membership contributions.

Public Relations: The Public Relations Committee is responsible for external communications that promote Circle programs and activities by way of media relations, special events, and promotional materials.

Program: The Program Committee is responsible for educational programs as a part of each regular membership meeting that broaden the membership's awareness of current trends and the emotional, educational, financial and physical well being of women of all ages who are in challenging or dangerous situations within Frederick County.

Grants: The Grants Committee is responsible for designing and implementing the grants making process. Annually, the committee will oversee the process by which grants will be made up to the maximum available amount. The maximum amount available for distribution is 5% of the endowment fund and the entire amount of the pass through fund, both as determined on the quarter prior to distribution. The Committee determines eligibility criteria, the grant cycle, and the grant evaluation process. The Committee will solicit proposals from organizations that work to benefit women and children in Frederick County. The Grants Committee will review grant proposals and make initial recommendations for grant awards to the membership for review and comment. Presentation to the general membership can be through multiple media, to include paper and or electronic documents. After receiving comments from the general membership, the Committee will present the slate of grants to the general membership for approval. Each member will be allowed one vote either for or against the awards in total; a two thirds majority of the membership is required to approve the grants as presented. Upon approval, the Grants committee will present the membership's recommendations to the Community Foundation Board of Trustees for final approval.

Nominating: The Nominating Committee is responsible for developing an annual slate of Officers and Members of the Guiding Circle. In addition, it recommends candidates to the Executive Committee for vacancies occurring in the Guiding Circle during the year and administers compliance with terms of service in the Guiding Circle.

Information Technology: The Information Technology Committee is responsible for implementing and maintaining the website and the blog for the group.
